This guide serves as a tool to help state workforce agency (SWA) staff understand the importance of creating longitudinal data systems (LDS) that link education, workforce, and public welfare information. The guide is intended to provide useful information for SWA staff undertaking the design and development of a workforce LDS regardless of whether federal funding has been procured.
This guide introduces important topics related to LDSs, offers
state examples, and directs the reader to other available resources related to
LDS design and implementation. This guide is not comprehensive in its scope, but
describes several “model systems” and explains how all of its elements may be
constructed from the ground up.
